Penny Wong says annual aid to Solomon Islands is 28 per cent lower on average under the Coalition than it was under Labor. Is she correct?

RMIT ABC Fact Check consulted Stephen Howes about Labor’s claim of a 28% lower average of aid to the Solomon Islands under the Coalition.

Stephen Howes told Fact Check the intervention “was a response to a type of disaster” — namely, a breakdown in government — that “resulted in a tripling of the aid budget to Solomons”.

For that reason, comparing what happened during and after the mission was “not informative” because it was similar to comparing aid “immediately after a natural disaster and, say, ten years after that disaster”.
