Don Wiseman interviews Stephen Howes about the popularity of the Pacific Engagement Visa for Radio New Zealand.

Howes says the ballot showed how valuable Australian permanent residency is to the citizens of Pacific island countries and a selection based on other criterion would be much more biased towards skilled applicants.
