Stephen Howes on RNZ on PALM reform
Stephen Howes tells Radio New Zealand that there are concerns about the reputation of the Pacific Australia Labour Mobility (PALM) scheme, with worker numbers down dramatically and thousands claiming asylum. Howes says there will always need to be some regulation and it’s hard to say whether the balance is right. However, there is a reduction in demand because backpackers have returned to work in regional Australia after the pandemic period.
