The World Bank, PREM (Public Sector Governance Unit), 2010

Prepared political economy study on Tonga’s Ministry of Finance and Planning in cooperation with the Australian Department of Finance and Deregulation and the Pacific Financial and Technical Assistance Centre (PIFTAC) in order to support efforts to build up the ministries capabilities.

The World Bank, PREM (East Asia and Pacific), 2009

Provided Political-economy background briefings for upcoming Public Expenditure Review (PER). Advised on conceptual framework for micro-level case studies on service delivery in six local governments. Conducted interviews with stakeholders in ongoing reform process in various ministries and academic institutions in Thailand.

The World Bank, PREM (Public Sector Governance Unit), 2008

Provided analytical services for the Poverty Reduction and Economic Management Division of the World Bank’s Public Sector Anchor. Assignments included:

  • Development of a political economy framework for WB staff on enhancing the capabilities of central finance agencies in order to increase the impact of PFM reforms
  • Management of country study selection for applied political economy case studies and supervision of design for a web based pilot database on CFAs
  • Presentation of political economy framework to World Bank staff and external audiences

Brookings Institution, Transparency & Accountability Project (TAP), 2007-2008

Provided advisory services for ongoing TAP project. Services rendered included:

  • Analytical input on the TAP Global Report as part of the external review panel (Members included: Daniel Kaufmann, Susan Rose-Ackerman, Warren Krafchik, and Nils O. Tcheyan).
  • Pilot study on accountability and budgetary governance in Thailand for the TAP Framework Paper, providing the template for additional case study research.

The World Bank, PREM (East Asia and Pacific), 2005

Provided research and analytical services for the Poverty Reduction and Economic Management Division of the World Bank’s East Asia and Pacific Region. Assignments included:

  • Prepared background study on the political economy of budget reform in Thailand for the Thailand Northeast Economic Development Report prepared by WB and NESDB.
  • Conducted interviews with central stakeholders of reform process in various ministries and academic institutions in Thailand.

The World Bank, Public Sector Group (ECA), 2004

Provided research and analytical services for the Public Sector and Institutional Reform Division of the World Bank’s Europe and Central Asia Vice Presidency. Assignments included:

  • Evaluated WB interventions in education, health, water and sanitation sector in Albania, Kyrgyz Republic, Romania and Tajik Republic, using the new WDR-04 framework
  • Co-authored Vol. 2 of regional study on “Governance of Service Delivery in ECA”. Report was presented to WB country teams and sector managers

Chemonics International Inc., Conflict Management Consultant, 2001 - 2002

Provided food security and conflict mitigation services for a Washington-based consulting firm specializing in advisory services for government donors and multilateral financial institutions in developing and emerging market countries. Assignments included:

  • Developed successful buy-in strategy to expand USAID’s Famine Early Warning System (FEWS NET) in the area of conflict mitigation and vulnerability assessment
  • Managed the project start-up of pilot study on conflict and food security. Technical responsibilities include the identification of local peace initiative needs for conflict mitigation and the development of a prototype national framework for conflict early warning units.
  • Designed and coordinated a cross-regional peace newsletter for pastoral communities in the conflict-prone Karamojong Cluster of northern Kenya and Uganda
  • Organized community workshops, delivered presentations to donor community, and directed recruitment efforts for conflict vulnerability and food security project
  • Regular travel to Kenya, Uganda and Ethiopia for supervising project implementation

Citizens International, Development Associate, 2001

Carried out research and project activities for a Washington-based development consulting firm focusing on public-private sector development in sub-Saharan Africa. Duties included:

  • Managed economic and social data study on private-public sector projects in Nigeria
  • Co-authored proposal for creating private-public partnerships in Nigeria & Equatorial Guinea
  • Provided project assistance to field consultants in Nigeria

McKinsey & Company Inc., 2000

Provided legal and project management consulting services for a leading international executive consulting firm. Assignments included:

  • Co-managed international growth strategy for a German high-tech corporation
  • Conducted market research and client interviews to support a M&A strategy
  • Identified M&A and R&D best-practices in the industry and presented to top management
  • Designed and implemented a human resources management team performance review system
