The 2023 Australasian AID Conference (AAC2023) was held on 5–7 December, in partnership with The Asia Foundation.

The aim of AAC2023 was to bring together researchers from across Australia, the Pacific, Asia and beyond who are working on aid and international development policy (the AID in the conference acronym) to share insights, promote collaboration, and support development within the research community. With more than 600 people attending in 2022, the AAC has established itself as Australia’s premier aid and development conference.

AAC2023 was held at the Crawford School of Public Policy, Australian National University, Canberra. Selected sessions were also livestreamed via YouTube.

Corruption, Coercion, and Consent in Zimbabwe’s Elections: On Mugabe’s Mode of Political Production

Elections can be a measure of corruption and a particular ruling group’s hegemony – Gramsci’s ‘intellectual and moral leadership’ generally accepted as ‘natural’ and gained by much more consent than coercion. Yet Gramsci conceded that ‘corruption/fraud’ stands ‘between consent and force … when it is hard to exercise the hegemonic function, and when the use of force is too risky’.

Zimbabwe’s 2023 election encouraged David Moore to consider the imbrication of elections and corruption whilst countries like it hover in ‘development’s’ uncertain interregna – the indeterminate times between the reigns of relatively cohesive (or hegemonic) modes of production and power – and what policy implications might evolve therefrom.

In this seminar, hosted by the Development Policy Centre and co-sponsored by the Transnational Research Institute on Corruption (TRIC), Moore will discuss the relationship between African elections and corruption through this paper and his book Mugabe’s Legacy: Coups, Conspiracies and the Conceits of Power in Zimbabwe.

About the speaker:
David Moore retired recently as professor of Development Studies at the University of Johannesburg. He worked previously at Canada’s Athabasca University, Australia’s Flinders, and Durban’s University of KwaZulu-Natal, and is a fellow of Clare Hall at Cambridge. His Mugabe’s Legacy … is based on 40 years of research, including every election since 2000. His articles on a morbid (‘pre-election political’) murder in Zimbabwe, and a short history of Zimbabwean elections as measures of hegemony, are forthcoming in Transformation and the Journal of African Elections.

Gender norms, bargaining power and spousal violence in PNG

Spousal violence against women is a global scourge, and is particularly prevalent in PNG. Efforts to reduce rates of violence commonly focus on female economic empowerment, often ignoring entrenched gender norms which demand male partners be the primary breadwinners of the household. This presentation will feature research showing women in PNG who break gender norms by out-earning their male partner experience significantly higher rates of violence.

is a post-graduate student at the Crawford School of Public Policy, undertaking a Master of International and Development Economics. He has worked on a range of Pacific economic issues including debt sustainability, labour mobility and poverty.

The ANU-UPNG seminar series is part of the partnership between the ANU Crawford School of Public Policy and the UPNG School of Business and Public Policy, supported by the PNG-Aus Partnership.

Mr Jin Liqun, President and Chair of the Board, Asian Infrastructure Investment Bank

The President of the AIIB, Mr Jin Liqun, visited Australia in October 2023 and delivered a public lecture at the Crawford School of Public Policy at the Australian National University.

Before being elected as the Bank’s first President, Mr Jin previously served as Vice President and then Ranking Vice President of the Asian Development Bank and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility.

Benchmarking Welfare Outcomes in Papua New Guinea Seminar

Precisely quantifying the magnitude of the challenges facing Papua New Guinea (PNG) has been difficult given widespread data deprivation. We update estimates of welfare outcomes in the country by imputing monetary poverty outcomes using non-monetary indicators in the 2016-18 Demographic and Health Survey (DHS) and further estimating the World Bank’s Multidimensional Poverty Measure.
